The above named is a rwandese refugee and a prominent RPF critic, who was arrested in Addis-Ababa-Ethiopia, early June 1996, under a warrant of arrest, issued by RPF government.

According one of his duly appointed lawyers, Mr Johan Scheers, following tight political manoeuvres between the office of the Prosecutor of the ICTR (International Criminal Tribunal for Rwanda) and RPF government, the former has undertaken not to seek his extradition to ARUSHA, so that RPF can get a field day in its quest to get KARAMIRA back to Kigali and quench its hunger for revenge.

According to confidential reports at our disposal, Mr Tite RUTAREMARA, MP in the self styled RPF parliament and RPF think thank, is the architect and masterminder of this sinister battle for the blood of KARAMIRA. In order to deny Mr KARAMIRA of any legal assistance, prior to his handing over to RPF, the Ethiopian government has not yet bothered to consider the visa application filled by Johan Scheers, Karamira's lawyer, at the Ethiopian Embassy in Brussels on 19 June 1996, and renewed on 4^th July 1996.

RDR would like to share with KARAMIRA,s lawyers, its utmost concern and strongly condemns this scandalous and highly political decision of the ICTR, that cannot but jeopardize its independence, yet enshrined in its statute.

RDR reaffirms, that his opposition to any extradition to Rwanda of any refugee whoever, should not be misconstrued as an attempt to block the justice.

It is simply dictated by the well known non-functioning of the judicial system in Rwanda as attested by the number of pending cases, and the blatant bad faith of RPF who, in any case, cannot legitimately pretend to be judge and juror.

RDR urgently calls upon all genuine human rights organizations, to join its crusade in favour of a universal justice and not a justice of the victor on the vanquished.
