RPF REGIME IN RWANDA IS SHAKEN
RDR is not surprised by the courageous decision of Mr TWAGIRAMUNGU Faustin, to resign his post as Prime Minister of RPF government.
In a document released by its Executive Council on November 6, 1994, his party, MDR had expressed its concern over the deterioration of the situation in Rwanda, characterized by gross and numerous human rights violations, especially massacres of civilian populations, political murders, ethnic cleansing, disappearances, arbitrary arrests and detentions, tortures, grabbing of private property as well as the lack of political goodwill in dealing with the problem of millions rwandese refugees.
The hardliners of RPF,led by Paul Kagame and Jacques BIHOZAGARA , reacted by launching an intimidation and assassination campaign targeting personalities close to Mr TWAGIRAMUNGU Faustin.
Cases in mind are the late RWANGABO P.Claver, former prefect of Butare; late KOLONI Placide, former under-prefect of Ruhango; late HABINSHUTI Oreste, under-prefect of Gikongoro and late NTAHOBARI Pie, parish priest of Kamonyi parish.
This resignation follows many others of high ranking personalities, who had offered to collaborate with RPF and who later on refused to endoss the dictatorial trend of a regime set up by the barrel of the gun in Rwanda.
One can mention Mr NDAGIJIMANA J.M. Vianney, former foreign affairs minister; Mr NTAKIRUTIMANA Jean Damascène, former director of cabinet in the Prime Minister's office; Mr RUBERANGEYO Eugène, former Secretary to the Treasury;
Mr NKEZABERA J.M. Vianney , former director of cabinet in the ministry of finance;as well as NSANZUWERA F. Xavier former Principal Prosecutor in Kigali magistrate court.
If the most faithful of RPF who can no longer condone the insecurity , the violation of human rights, and dictatorship, have started running away or downing their tools, how can one imagine that refugees would willingly return home?
The regime set up by RPF in Kigali is not viable. Its sponsors and all those who unconditionally support it in a way or the other, should understand that in no way, RPF will manage the political and economic problems of Rwanda alone.
A credible alternative must urgently be sought, by among others, setting up of institutions truly representative of the people, in which all rwandese , including refugees, feel represented. This is a prerequisite for a quick , peaceful and voluntary repatriation of refugees , in security and dignity.
Rwandese refugees are ready to enter into political dialogue and negotiations so as to resolve the rwandese crisis durably
