  RESOLUTIONS OF THE RDR SECOND ORDINARY CONGRESS

 The RDR - Rally for the Return of Refugees and Democracy in Rwanda – held its second ordinary congress from 22 to 23 August 1998 in Paris.

The main resolutions passed by the Congress are the following :

 

RESOLUTION No I : ADOPTION OF THE STATUTES AND THE POLITICAL PLATFORM

 The second ordinary congress held in Paris from 22 to 23 August 1998 has adopted RDR new statutes as well as its political platform.

 RESOLUTION No II : ELECTION OF THE CHAIRMAN AND VICE-CHAIRMAN

The Congress elected Mr. NDEREYEHE Charles as chairman of RDR for a two years term.

The Congress elected Mr. KANYARUSHOKI Claver as vice- chairman of RDR for a two years term.

RESOLUTION No III : APPEAL FOR UNITY OF ALL RWANDESE DEMOCRATIC FORCES

The genocide against tutsi and massacres of hutu in 1994 for which the Rwandese Patriotic Front (RPF) bears overwhelming moral, political and criminal responsibilities continue to serve as the main asset of RPF regime as well as a justification for the rampant genocide it is currently carring out on the hutu component of the Rwandan people.

The current genocide continues unabated with the complicit silence of the largest section of the international community which is inclined to accept all the whims of the Kigali regime, the last one being the expelling of the United Nations Observer Mission for Human Rights in Rwanda, which constituted an embarrassing witness to this genocide.

 The militaro-ethnicist oligarchy which dominates the Kigali regime is intensifying a total war against any form of republican and democratic opposition.

The RDR considers that the under way civil self-defence struggle for the survival of our people is legitimate and supports it for that matter.

That’s why the RDR is making a solemn appeal to all Rwandese democratic organisations to set up appropriate structures and mechanisms in order to combine their efforts in mobilising the Rwandese people against the RPF militaro-ethnicist oligarchy, this being the best way to achieve our ultimate aim of : ‘’a reconciled people in a rule of law’’.

   

RESOLUTION No IV : POSITION OF RDR ON THE ONGOING WAR IN THE DEMOCRATIC REPUBLIC OF CONGO

 

The second ordinary congress reiterates RDR condemnation of the new war imposed on the Democratic Republic of Congo (RDC) since the second of August 1998 by the criminal Kigali regime and its allies who are pursuing their expansionist aim of creating a hima-tutsi empire in the region.

The RDR expresses its solidarity to the people of the RDC confronted with the war imposed on her by the bellicose Kigali regime.

The RDR demands the international community to unequivocally condemn this new unjustified aggression which is used by the Kigali militaro-ethnicist regime to carry on with its genocidal scheme against the Rwandese refugees who survived the 1996/97 genocide in Zaire.

 The Congress reiterates RDR appeal to the international community to revive its initiative for an international conference on peace, security and development in the Great Lakes region. All the actors including RDR, should be involved in order to find a long lasting political solutions to conflicts which are embracing the region since the invasion of Rwanda from Uganda on October first 1990.
