Dear Sir,
RE : New appeal for political dialogue
On many occasions, the Rally for the Return of Refugees and Democracy in Rwanda (RDR) has made urgent appeals to RPF government for a political dialogue in order to examine together issues related to a rapid and peaceful return of rwandan refugees in security and dignity. By the same token, RDR suggested a discussion on ways and means of putting an end to the rwandan crisis, particularly by creating conditions enabling an establishment of genuine plural democracy, discarding for ever the culture of exclusion, war and violence to accede to and to maintain power.
Given the fact that inside Rwanda, you are the only one having real power to give green light for such a salutary act that would end the deadlock and open the way to peace and development, RDR would like to renew its immediate and everlasting readiness to start a political dialogue with the RPF government. The dialogue could cover any issue of interest to the past, present and future of the country.
Your government links any beginning of the national reconciliation process to the work of the International Criminal Tribunal on Rwanda. RDR supported and still supports that Tribunal so that justice is done do the rwandan people.
However even the tribunal itself admits that its work could take no less than 4 years.
You will appreciate therefore that the rwandan people, that have so much suffered of the 5 year war cannot accept to wait for another 4 years to engage in a reconciliation process, which would make it possible for refugees to return and to lay a solid basis for durable peace.
Considering the present distress and suffering of the rwandan people, RDR hopes that you appreciate fully the weight of your responsibility in the prevailing state of affairs. Consequently RDR expects that this new offer for dialogue will receive due attention from you in the interest of the rwandan people.
