RDR BASIC PRINCIPLES |
The RDR is a political organization, whose aim is to struggle for a rule of law, justice, democracy, republican values and to establish the whole truth about the Rwandan tragedy. These are undoubtedly the corner stone to true reconciliation, longlasting peace and sustainable development.
We reiterate the need of a rule of law and a society managed without any kind of exclusion, based on freedom, justice, peace and respecting the Universal Declaration fo Human Rights.
The RDR strongly condemns once again the tutsi genocide. RDR renews its vigorous condemnation of the genocide being and still perpetrated against Hutu.
The perpetrators of genocide, of crime against peace, of war crime, of crime against humanity and other gross human rights violations being carried out now, whatever their ethnic origin, their status and ranks, must be identified and individually be held responsible to the International Tribunal on Rwanda, as the sole competent body entitled to judge all the persons who committed those crimes. RDR reiterates its demand that the ITR mandate be revised, especially by extending the period covered.
We appeal to all Rwandan citizens to honour the memory of all crime victims without distinction and avoid using for political gain, the tragedy that plunged into mourning evry family, the Rwandan people and the International Community.
The RDR reiterates its appeal to the International Community
- to strongly condemn the Hutu genocide being carried out by the RPF regime;
- to do everything possible to stop iti;
- to take its full responsability to qualify the extermination compaign meted on refugees in ex-Zaïre and to bring the perpetrators to book;
- to guarantee security for refugees who forcibly returned to Rwanda, and
- to enforce international conventions regarding security and protection of refugees for those being pursued and persecuted in different countries in which the sought asylum.
We stress once again that the Rwandese conflict is a political one and that its solution has to be absolutely political. We still advocate for dialogue and negotiation as the best means to settle the conflict. It is unfortunate to note that the Kigali dictatorial regime is still ignoring all dialogue appeals and is still going on with its deliberate extermination plans of large segments of the population. Therefore, it is quite legitimate to think of another way of stopping those crimes and of protecting the population.
We invite all RDR members and other Rwandan democrats to do everything possible to bring to an end the suffering of the people and to establish a legitimate and democratic broad-based government, whose foundation is the respect of human life, as an alternative to the RPF dictatorial regime.
